COU-530 - When deploying to a destination that has a Draft, a duplicate published flag will remain

Subtask of: COU-521

Deploy from source to target where the target cmsDocument table for that Id has a newest flag on the newest version but the published flag is on the previous version - thus giving us a draft. When the deploy occurs, it creates a new cmsDocument row with both published + newest, however the previous published flag is not removed. (if you then change the source and redeploy then change the source back and redeploy all the data will be fixed ... but that is not nice and the published duplicates will probably come back).
