U4-10021 - Inserting links in RTE's doesn't work in an upgraded site for 7.6.3

What did you do?
- Opened any RTE
- Highlighted a bit of text
- Clicked the "Insert/edit link" button.
- Inserted URL in the "Link to document" textfield
- Clicked the green "Select" button
What did you expect to happen? That the text was made into a hyperlink.
What actually happened? The text wasn't made into a hyperlink.
Bonus info: Also doesn't work when trying to link to a file in the file system.
