U4-10202 - Make it more obvious when no content or media start nodes are selected the user has access to the root node.

Currently, when editing a user or user group, and no start nodes are selected, it is not very obvious that the user has access to everything in that section. Compared to allowed sections, which works opposite, when nothing is selected the user doesn't have access to anything.

Suggestion: If nothing is selected in content and media start node - show they have access to the root node of each section. The same way we do in user group pickers.

I have added a PR which makes it more obvious to see that no picked start nodes = access to root. I have also fixed so it is possible for the current user to see which user groups and start nodes are assigned to him/her but are still not allowed to change them.

What to test:

  • Make sure you can add/edit content and media start nodes for user and user groups
  • Make sure you can see but not edit user group and start nodes for the current user.

I've updated some more after the merging of the localization: 2e6fb8e3e5a3c330b47685ac2fa4c2d2303df347

@madsrasmussen I'm going to merge this in but please review the changes I've made and let me know if you don't agree with any of them.
