U4-10340 - Starterkit fails in the InstallData step due to a missing null check

When installing the 7.6 starterkit it fails in the InstallData step.

Turns out to be a missing null check on a handler that is added by the starterkit. When installing any package - including the starterkit itself (while this handler is in place) - if e.PackageMetaData for any reason is null for that package, this handler will cause the install step to simply fail.

Adding a null check to prevent this from happening.

Tested (install local -> deploy to cloud) and can confirm it works :-)
