U4-10978 - Add UserEvents for Enabling and disabling users

Currently we have events for these actions:

BackOfficeUserManager.AccountLocked += userEventHandler;
        BackOfficeUserManager.AccountUnlocked += userEventHandler;
        BackOfficeUserManager.ForgotPasswordRequested += userEventHandler;
        BackOfficeUserManager.ForgotPasswordChangedSuccess += userEventHandler;
        BackOfficeUserManager.LoginFailed += userEventHandler;
        BackOfficeUserManager.LoginRequiresVerification += userEventHandler;
        BackOfficeUserManager.LoginSuccess += userEventHandler;
        BackOfficeUserManager.LogoutSuccess += userEventHandler;
        BackOfficeUserManager.PasswordChanged += userEventHandler;
        BackOfficeUserManager.PasswordReset += userEventHandler;
        BackOfficeUserManager.ResetAccessFailedCount += userEventHandler;

But we should add an event for disabling and enabling an user.

Whoa, going nuts on the events!

Just FYI, we need to verify all of your issues against 7.9 where a lot of these events have just been reworked (probably with some breaking changes).
