When you use the Media Picker doctype, there is a button that allows you to upload media directly from the slide-out modal.
At some point in recent Umbraco history, it became standard procedure for media uploads to be disallowed at the root level of media.
When you click the button while at the root level, nothing happens, which is expected behaviour.
However, the fact that the button is there and enabled is misleading to CMS users. The button should either not be visible at this level, or should at least have the disabled attribute on it, which would alter the style and cursor to make it clearer that this action is not allowed at root level.
I notice that there is an ng-disabled property so it seems to me that the Angular model needs to be updated appropriately to set this property when at the root level of the media tree.

If you navigate down into a folder and then up to the root level - button is enabled and media can be added at root level again.
