U4-11077 - Add Health Checks for developer files in the root

There are a number of obvious and potentially dodgy files that might end up in the root of your website. Suggest a Health Check under the Security tab that checks for them:

  • package.json
  • readme.txt
  • readme.doc
  • /Install folder (assuming you have finished the install)

Ideally I think these should be configurable but everyone else seems to be hard coding so will go that route for now. There is a method for configuring notifications but not input for the checks themselves. Wonder if it would be worth while making a more generic "Does this file exist/not exist" Health Check that ships with a default could be configured per project as every team has their own ways of working?
