U4-188 - Mechanism to allow a custom year range in datepicker or datetimepicker datatypes

Currently, the datepicker and datetimepicker datatypes in Umbraco have a fixed range of years in the calendar drop-down of -10 to +10 years from current. It would be great to allow either two custom numbers in here in the datatype properties to dictate the range, or alternatively a string to input a range as per the jQuery UI docs (http://jqueryui.com/demos/datepicker/#option-yearRange).

Whenever you change the year, it will automatically change the range in the dropdown, so if you really need to go more than +10 or -10 years you can do it that way or modify the year manually after choosing one.
