U4-2183 - ContentTypeCacheRefresher.ClearContentTypeCache doesn't check for null UmbracoContext.Current

This breaks non-web-based content updates, eg console apps. Shan, if you want to just fix this with a null check, I can submit a pull request. Just not sure if that's what you want to do.

But also you can ensure that a context exists which might be a good thing to do. You can do it with UmbracoContext.EnsureContext We'll update the codebase to better support thing like console apps soonish, i know right now it is a bit of work to get up and running and there are some bugs with it. At least it's slightly possible now though :)
