U4-2196 - Allow Existing Templates on File System to be Included in Umbraco

I have two environments: dev and production. Each has their own database. I created a template (masterpage) on dev via the Umbraco interface, then included that in Visual Studio, then deployed that project to production.

Since the production database had no knowledge that the masterpage existed, I had to recreate it via the Umbraco interface (so I could allow it in the document type). However, when I did that, I got an exception (presumably because the file already existed).

I propose that there be some way to "include" an existing template on the file system into Umbraco. Maybe if the file already exists, just use that instead of trying to create one from scratch.

There are other scenarios where this functionality would be useful, but I thought this example was a good demonstration.

Is U4-59 related to the question I asked on U4-1872 (http://issues.umbraco.org/issue/U4-1872#comment=67-11544)? Because I believe they are different problems maybe involving the same issue.
