U4-2939 - Figure out how to deal with the new large format thumbnails from upgrades

The new upload handler and folder browser use the new format size for thumbs - need to figure out how to deal with this for upgrades either:

  • create an installer step to re-process all images without the large thumbnail
  • or server side process the requests to get the thumbs and return the small one if the big one doesn't exist.
