U4-2971 - When the document tree is empty the first doc type should default to "Allow at root"

Otherwise this might confuse new users on why they can't create any content in the content tree.

The way this currently works in v6 is that if there are NO document types set to be allowed at root, then ALL document types will be allowed at root. Nothing happens until at least one doc type gets this set, otherwise everything is allowed. I don't know how it works in v7, haven't tried it.
