Once the help dialog is open it overlays the content tree and all other trees and it can't be closed.
I can't reproduce it now!
I find that the Help menu on the bottom and the User menu on the top seem to add opacity each time you click them, and so the bug is reproducible if you click either of them more than once and then click to open a different admin section. This is noticeable as the border gets progressively darker each time. You have to click an equal number of times outside of the menu, which reduces the opacity in the same increments, to make the menus close before the other admin sections will open when clicked.
+1 on Glenn's comment. I'm experiencing exactly the same on v7.0.1.
I'm using Chrome v31.0.1650.63 (at the time of writing).
