U4-3565 - Starter kits not installable

Installing Overflow starter kit in the latest code (revision 9ae9a4e52de7caac7aa2f5a82e2b5bcb014a6352) doesn't work during install, see error below (same error for "Txt").

Trying to install it from the backoffice (Developer > Packages > Install Starter Kit) give the same error (but disappears in a js error).

Yup, set to fixed. Thought I already did, must've been a different issue then. :)

I'm still having part of this issue with the latest nightly. Instaling from setup wizard works but when trying to install from developer section it fails because it can't compile a file that's getting added in app_code around 20% of the "downloading files".
