On a clean installation of umbraco 7.0.1, I get the following exception when visiting a URL which does not exist (instead of a 404):
Server Error in '/' Application. Cannot configure the request if there is not content assigned Description: An unhandled exception occurred during the execution of the current web request. Please review the stack trace for more information about the error and where it originated in the code.

Indeed. That was modified by Shannon with commit e981776e6da574899e20ca4b77d1a0308393fbb2 and seems to break "not found" management? Assigning to Shannon.
Bah!! didn't see that one coming. Will write some unit tests for this so that we don't break things inadvertently again.
