U4-4012 - When loading in a lot of separate assets in a manifest CDF is throwing exceptions with a 'too long query string'

Though there's logic in CDF already to break up the requests if the query string exceeds the max length, there's probably something new in .Net 4.5 which makes the max length even shorter so might need to update CDF with that.
