With a fresh install on a working server with MYSQL V 5.5.33, I can't create anything in setting and developer sections apart from datatypes.

I have tried v7.0.3 and v7.0.4 both have the same error.

Exception Details:

I also noticed you recieve an exception, when you use a MySQL database and e.g. creating a new document type. As soon you click "create" you get an exception. In MSSQL it's not an issue.

I get this as well. Any progress in resolving it?

It is resolved, try the 7.1 RC
