On install of 7.1.* if packages.umbraco.org is not available or if a proxy/firewall is blocking access to the address or if one is doing an offline install the following error will be thrown in the UI and the install will fail in an unknown state:

Umbraco.Web.Install.InstallException: Cannot connect to repository at Umbraco.Web.Install.InstallSteps.StarterKitDownloadStep.DownloadPackageFiles

As with the previous installer we should degrade gracefully when the repository connection fails and not throw the exception in the installer UI

I've encountered this today when trying to perform an install of 7.6's Release Candidate on my machine. Any word on making a fix for this? It seems a bit problematic for developers to be blocked from installing if there's a connection issue with the package repo, which I have to guess is mostly for installation stats.
