U4-6472 - Allow Date/Time Picker to Pick 12-Hour Time

Currently, the date/time picker only allows users to pick a time using the 24-hour clock (aka, military time):

This is confusing some users. Would be nice if there were a prevalue to show the time picker with a 12-hour clock (aka, am/pm time, aka, standard time). Looks like it's already possible with a single JavaScript change: https://github.com/umbraco/Umbraco-CMS/blob/release-7.1.4/src/Umbraco.Web.UI.Client/src/views/propertyeditors/datepicker/datepicker.controller.js#L10

If you simply change that to "true", it will show the 12-hour clock when picking the time. Would also be nice if the display format could be changed (looks like that is possible on the next line from the above code).

I recommend allowing the user to change to a 12-hour clocking using a prevalue when creating the data type in the Developer section of Umbraco.
