U4-684 - Remove templates table from the database

Now that we have moved the templates to the filesystem, the database table can be removed completely so no more fallback to the db.

Would it be possible to clean up the "settings" and "developer" tabs along with the database decoupling of templates and stylesheets? I feel the differences between these section has become quite blurred.

Would it be clearer for "settings" to largely only contain items which depend on the Umbraco database, while the developer section only contains items which are largely file based and often source controlled?

Is this item moving forward/Being added to 7.3, 7.5 or 8.0? I think it's one of the more important database dependency issues, that plagues upgrades!
