U4-6893 - Audit Trail not capturing Public Access change

When back office users modify the Public Access settings for a content node, there appears to be nothing logged in the audit trail. There's no way to tell from the audit trail that a change has been made to the Public Access settings.

For now you could do it by handling the umbraco.cms.businesslogic.web.Access.AfterSave or umbraco.cms.businesslogic.web.Access.BeforeSave events.

In 7.3+ those events are obsolete and you'd use the PublicAccessService.Saving / PublicAccessService.Saved events.
