U4-8428 - "Start Node in Content" should set default view, not restrict access

When editing a User in the back office, you can set the "Start Node in Content" for a user. Based on the phrasing, this sounds like it will set the default node that the user will see when logging in. Instead, it restricts access to only nodes underneath that one in the tree and does not affect the default view.

I understand the use case for restricting the tree in this way (and I've used it that way myself), but when looking to set a default node to view the phrasing makes it look like this is the setting to use.

'''Suggestion:''' Rephrase the "Start Node in Content" setting to "Restrict Access to Node in Content". Rephrase the "Start Node in Media" setting to "Restrict Access to Node in Media".

'''Feature Request:''' Add a new setting to set a default node to display the edit page for when a user logs in
