U4-8527 - Can't unbullet or unnumber lists if using ''

We were having the issue of blank paragraphs being added in RTE fields that contained embedded macros. So we added that '' line per this issue: http://issues.umbraco.org/issue/U4-4356#comment=67-27459

But now, when we click either the bullet or numbering icon to turn those on, we can't then click it again to turn them off.

Removing that line and restarting / increasing clientdependency by 1 restores the bullet/numbering functionality.

We'd love an answer that both resolves the blank paragraphs thing, but also keeps the bullets/numbering working.
