U4-8597 - Subsequent submit of reset password form should not hide error message

On first submit of reset password form (with blank/empty email) it shows the error message "Email address cannot be empty". However on subsequent submit of the form the error message dissapears - it seems the message is cleared or set to an empty string on subsequent submit.

For login form it keeps the error message on subsequent submit.
