U4-8864 - Shouldn't be able to set a single grid cell width wider than the grid itself

Create a doctype with a grid editor on it.

Edit the grid settings. Notice the default grid width is 12 columns.

You can't set a 'Layout' to have more than 12 columns, which is correct.

But you can set a 'Row' cell to be any number of columns. It should be limited to the maximum column count for any single cell.
