U4-8869 - Health Check should not consider missing debug attribute an error

The new Health Check feature in 7.5 considers a missing debug attribute in web.config an error.

However, the default value of the debug attribute is false, so a missing attribute merely results in debug=false which is the correct setting

The default behavior of Visual Studio is to have a config transform that removes the debug attribute. Thus, this causes errors with every NuGet project, unless you change the default.
