U4-9149 - Focal point has higher z-index than sticky header

It seems that the focal point has a higher z-index than the sticky header.

The sub-header has z-index: 500; and focal point has z-index: 6001;

Wow! Those are high numbers :-)

Should they even be within the same stacking context? Obviously the focal point should be highest within the Image Cropper's context, and the sub-header should stack high on the page's context...

yes, and login page has z-index: 10000; :D
