U4-9735 - Consider making NamespaceHttpControllerSelector case invariant.

Found out that if you have 2 api controllers that have the same controller name and method but seperated by namespace the NamespaceHttpControllerSelector fails to retrive the descriptor for the specficed route and namespace if the casing doesnt match.

Controller name from the route assumes the case from the url but the GetDuplicateControllerTypes return the casing as the class name is. Ie capitalized first letter.
