U4-9738 - Let new template editor use all available space

Seen in 7.6RC

Open a large template or partial view file

Resize browser window to a reasonable size, if you're running fullscreen on a massive monitor ;)

Hopefully you're seeing vertical and/or horizontal scrollbars, which really highlight that the ACE editor isn't going to the edges and looks very peculiar.

Scroll and notice the top and bottom of the file disappears into white space.

It would be helpful to place a subtle border around the editor to contain it and give definition to the edges.

Better, let the toolbar sit where it does now and add a horizontal line below it to demarcate the top edge of the editor. Also, allow the editor to go full width and extend all the way down to the div.umb-editor-drawer. I guess that means a mod to the enclosing umb-pane but I'm no CSS expert. The result would be that scrollbars are where they would be expected and gives maximum visibility to code (and somewhat less likelihood you'll see the scrollbars at all).

See sample screenshots of 'now' and 'proposed'.
